Homes query over air base

When I attended the meeting organised in Cottesmore about the 20-Year Vision for Rutland, I asked if the 500 or so homes on the air base were being taken into account as part of Rutland's housing stock, as it is a possibility that these houses could become available for civilian use.
My reasoning is that this would reduce the number of houses we are being asked to build between now and 2026.
To that question there was no response. It seems that this is not even being discussed.
This is important as it appears that with the phasing out of the Harriers by the RAF during the next 10 years or so it is possible that the RAF could pull out of Cottesmore altogether.
As we are being asked for our comments on the Vision for Rutland in the next 20 years, surely we need to be planning for that possibility and what effect this would have on Rutland.
What would be the options? Could it become another army base? An ECO housing development for the towns surrounding Rutland?
Or a new regional commercial airport, as happened when the RAF based in Doncaster closed down and became Robin Hood Airport.
As this could happen within the 20 year period, should this not be included as part of the Vision to be discussed with the residents of Rutland.
