No way past for wheelchairs

It said in the paper a while ago that weelie bins left on the path were stopping prams and wheelchairs going by.
But that's not all. Some people park their cars on the paths and the corner of the road, forcing people in wheelchairs and others to move into the road.
Action should be taken to stop drivers doing this. If nothing is done, I'll stick to using the road.
